wazzat?!

performs basic reporting from a standard dhcpd.leases file. if a warnvalue is provided, output is only created (along with a warning) if the number of active leases meets or exceeds the warnvalue. this allows running via cron, and only reporting if/when the number of active leases approach scope limits.
